Job Title: HSE Site Engineer – Transmission & Substation Projects
Location: KSA (Field-Based)

Overview
We’re seeking experienced HSE Site Engineers to support the safe execution of a high-voltage grid expansion project in Saudi Arabia. This is a site-based role with a strong focus on enforcing HSE standards across both Overhead Line (OHL) and Substation construction activities.
Two positions are available, and successful candidates will play a critical role in ensuring compliance with QHSE plans, driving continuous improvement, and maintaining a culture of safety across complex, multi-contractor sites.
Role Purpose
The HSE Site Engineer will be the field-level focal point for all health, safety, and environmental matters. You’ll lead audits, drive HSE performance, coach and influence site teams, and ensure construction activities meet the highest safety and quality standards. You’ll also contribute to the development and enforcement of management systems and procedures, and act as a key interface with project stakeholders and contractors.
Key Responsibilities
Monitor and enforce HSE compliance across site activities
Lead safety inspections, incident investigations, and root cause analyses
Promote safety culture and key behavioral standards (e.g., life-saving rules, shared vigilance)
Oversee implementation of QHSE systems, plans, and procedures
Validate contractor daily reports and QHSE documentation
Ensure all personnel and equipment comply with site safety requirements
Track non-conformities, incidents, and corrective actions on site
Deliver toolbox talks and site-specific HSE inductions when required
Liaise with contractors, the client, and project management to resolve issues and ensure alignment
Represent the HSE function in coordination meetings and internal reviews
Contribute to knowledge sharing across other HSE engineers and the wider regional project team
Candidate Profile
Degree-qualified in Safety, Environmental Engineering, or related discipline
Minimum 10 years’ experience in site-based HSE roles on high-voltage (400kV) OHL or substation EPC projects
Deep understanding of international HSE standards, compliance protocols, and risk mitigation on complex infrastructure sites
Strong track record with both design and execution phase QHSE oversight
Excellent communication skills; English essential, Arabic a plus
Confident in reporting, auditing, and coaching teams of diverse backgrounds
Valid KSA driving license is mandatory
Additional Info
This position is embedded in a larger multi-disciplinary project team with technical oversight responsibilities across various construction sites in the Kingdom. Coordination with a central office HSE team and other site engineers will be required for continuous improvement and implementation of group-wide HSE initiatives.
