WeConnect Energy is currently recruiting for a Manager, O&M Mobilization on behalf of our client.
This role is a full-time position, based in Abu Dhabi.
Role Overview
We’re seeking a seasoned professional to lead the Operations & Maintenance (O&M) mobilization of upcoming power and water generation assets. This role is critical in ensuring operational readiness from Day One, coordinating technical activities, aligning with contractors, and establishing the systems and teams necessary to manage new facilities efficiently post-handover.
The ideal candidate will oversee the pre-operational setup of O&M structures and processes, ensure compliance with internal strategies and regulatory requirements, and ultimately transition responsibilities to the permanent plant team once operations are underway.
Key Responsibilities:
Strategy, Systems & Compliance
- Align mobilization activities with the operational strategy and internal delegation of authority framework.
- Drive adherence to internal policies, governance frameworks, and legislative compliance during all phases of the mobilization process.
Reporting & Communication
- Ensure accurate and timely reporting across all activities, in line with internal standards and business requirements.
- Contribute to senior management reporting by tracking key milestones and flagging risks or deviations early.
Mobilization Leadership
- Develop and implement:
- A complete O&M management system
- Standardized operating procedures
- Quality assurance protocols
- HSE frameworks tailored to the specific asset(s)
- Standard job descriptions for the incoming O&M workforce
- Technical specifications and evaluation criteria for software systems (e.g., CMMS, Permit to Work, HSSE platforms)
- Establish detailed mobilization plans, asset maintenance schedules, and utility usage forecasts to align with commercial operation timelines.
- Design and deliver long-term training plans in accordance with project contract milestones; review EPC training programs to ensure alignment with onboarding schedules.
- Create and manage readiness review checklists to verify that assets are fully operational at handover.
Operational & Technical Support
- Participate in candidate evaluations during the O&M hiring process; provide feedback and selection recommendations in coordination with HR.
- Set up interim office spaces and facilities for the O&M leadership team.
- Attend HAZOP, HAZID, and SILS sessions, contributing from an operability, reliability, and maintainability standpoint; follow up on action items to ensure completion.
- Review technical documentation including P&IDs, drawings, plant procedures, and O&M manuals, ensuring clarity and operability.
- Validate spare parts and consumables lists from EPC and LTSA providers, identify gaps, and monitor procurement and delivery timelines.
- Support the implementation of IT and software systems needed for O&M readiness, including payroll, procurement, finance, and performance monitoring platforms (e.g., FDM, PASS).
- Assist with audit readiness and action plan implementation.
- Ensure that all staff certifications and authorizations are secured ahead of operations go-live.
- Drive continuous improvement by integrating lessons learned and emerging industry best practices into the mobilization strategy.
O&M Transition & Handover
- Lead O&M readiness assessments prior to operational launch.
- Work cross-functionally with internal teams and consultants to ensure smooth mobilization and sufficient resource support throughout.
Required Qualifications
- Bachelor’s degree in Mechanical, Electrical, or Chemical Engineering (or equivalent)
- Minimum of 10 years of O&M experience in power or water generation facilities, with time spent in key roles such as Maintenance, Operations, Engineering, or Plant Management
Preferred Qualifications
- Master’s degree or relevant post-graduate diploma
- Demonstrable track record in mobilizing O&M for new assets in power or water sectors
